Very theoretical question. The "conventional wisdom" answer is Action.
Yet, Jose Rizal's words were louder and stronger than his actions. Book authors influence people by their words, not their actions (unless we say that their action is "writing the book".
Quite frankly, unless the question is put in the proper context, it would be difficult to respond. That is why this response is not an answer per se, just a comment.

I used both .... as an executive officer of the union you must show the members how to exercise their rights by doing a lot of actions including to be a good employee.... but actions will not lift the enthusiasm of most people, so you must also speak encouraging words.

Yes, I would say they do, because I practice what i preach. Especially in front of my kids. They do not see me smoke or drink, nor do they hear me curse or being a racist. Now if I tell them not to do those things, they have no recourse but to obey, because I live it in front of them.
