Make it "tongue in cheek " addressing the class:
I would write treating this like he's up for the office of secretary of treasury of the USA.
Use that slant on his speech. Have him state he's ready and willing to accept the duties and responsibilities of class treasurer and to insure that their money will not be mismanaged. He won't be taking any trips on their funds or investing in any savings and loan schemes. Make him promise to keep the interest rate low...

Considering his age I would recommend telling him to have fun with it. Make a few jokes, and make everyone feel like he is his friend. Rehearse his speech till he'll know it 30 years from now so that he is comfortable. I remember once a treasurer got elected because he said " I'll take good care of your money" then he dropped some change on the floor and said "whoops". He did this at the end of his speech and he won. Despite what everyone says class elections are not entirely popularity contests and a good speech can make all the difference in the world. Oh yea, I almost forgot hand out chocolate bars with his name on it, that always works.

You shouldn't be writing it for him. But here's what I did running for school president for my speech.
1) Cover what he believes the school needs to do with its funds. Inform the kids that he'll put funds towards delicous and healthy school lunch (Kids will love the tasty part and those watching their weight might agree)
2) School funds to making a school garden. Grow things to attract butterflies and grow food for lunches. Science teachers get a part to grow plants they need. Then teachers will support him.
3) Make him use his brian. You've got work and have to tke care of things, and it's his duty to work for what he wants. Don't let him dump projects on you, and because you don't know what kids want he'd do a better job.

It's 5th grade, and it doesn't really matter what he says. School (elementary, jr. high, high school) elections are won on popularity---and there's no use trying to tell yourself that they aren't.
He should be writing his own speech---not yahoo Answers.

Are you serious? You cannot help him since ALL elections in MS and HS are purely popularity contests. If your son isn't the most popular he will not win. So the speech does not matter.
