No, he was the Attorney General hired by Bush to represent the legal interests of the government.
It is true, however, that the Democrats hated him for doing such a good job, so they harrassed him until he quit. Par for the course in liberal politics.

He was nothing but a Bush water carrier. That would have been fine if he stayed in the White House, but an Attorney General needs to be independent.
