Toto the band (not the freaking dog, comedians) is from Los Angeles. The Police are from London, except for Stewart Copeland who hails from Virginia.

If you the mean the band TOTO, then they are from LA in the States. The original line-up were all former session musicians from the LA Music scene in the late 70s. Between them they have played thousands of sessions, many of which were for some of the biggest acts from that time: Jackson, Elton John, Diana Ross, McCartney, all have songs with these guys on. Steve Lukather (Guitarist), for example has played on over 800 sessions.

The Police are primarily a UK band, consisting of 2 brits and an american. Sting is from Newcastle upon Tyne and Andy Summers was born in Lancashire. Both in the Northern UK. Summers actually grew up in Bournemouth on the south coast. Drummer, Stewart Copeland was born in Virginia in the States, but re-located to the UK in 75. So really The Police is a UK Act.
