After living in the complex for quite a few years, we have a new landlord and they're turning the complex into Section 8s. Those who don't qualify for vouchers, are receiving notices for an incentive to move out.

They can offer an incentive for you to move, but they can not evict you as long as you are under a lease. But when that lease and goes to a month to month, then they will give you 30 days notice for no reason other than they want to.

Yes. Section 8 housing is limited to the poor. There is a legal process the new landlord must go through to terminate you lease early, but they can do it.

sounds like the reverse of urban renewal that took place in the 1970's. Yes, unfortunately, unless your community has specific codes (check with city council members or the city clerk) they can do that. good luck.
