It's a metaphor which suggests that people who are fairly quiet about their personal lives tend to have deeper and more (perhaps) meaningful existences-- you just don't see the emotions/thoughts/etc. as much as you do with a more demonstrative person. Which may or may not be true. Certainly a lot of drama queens have pretty shallow lives... but then again, there are plenty of quiet, unobtrusive people who aren't exactly the next great philosopher. The metaphor comes from observation of streams. Shallow water tends to be noticeably choppy, since it's flowing over rocks, branches, debris, etc. near to the surface. Very deep water tends to look absolutely calm, as there's nothing close enough to the surface to break the surface tension.

Basically what everyone else has said, is a definition of your phrase. It can also mean, You’re a stone statue with ice running through your veins. So cold and frozen, emotionless and blank, You reek of death and oblivion.

Ice in the veins, they cant feel anything, no warmth, no compassion. Plus (biology nerd here) if your frozen, or numbed you cant feel anything either.
