The effectiveness of the states' education is to be monitored and guaged according to standardized tests administered to all public school students nationwide.

The core criticism of NCLB is that by using tests to judge the efficacy of each state's efforts, the federal government is encouraging schools to "teach to the test", meaning teaching students how to pass the test rather than teaching them the skills they really need to learn.

Others have argued from a constitutional perspective that the education of students in the public school system is the responsibility of the individual states and not the business of the federal government to begin with.

I've heard that one main purpose of it is to assemble a database of students so military recruiters can get names of those they wish to target as recruits for military service.
