Several important facts are missing from your question. The most important of which is: What country are you in? Another is, what type of school are we talking about? Private or Public? Is there anything else about the shirt that could be the reason she was suspended?

Depends on the cut of the shirt, and her co-operation with the faculty o.0. I don't think she got suspended simply because of the flag. Every school too, has a code for appropriate dressing, so it may be different. It's not illegal to suspend someone for that - it seems unreasonable.

Unless it had other offense stuff on it. I looked up the flag of spain. I don't find it offense in the least.
I would hope that your school officials didn't just up and suspend her just because she wore something that they found slightly off-color. Wearing clothing with something like a flag isn't wrong. It was always, "Don't wear clothes that promote alcohol or cigarettes!" or, "Don't wear revealing clothes!"
So. From what you said, it's wrong.

honestly, not at all, spain took a great part in building up this country, and if she is from spain, she is showing freedom of speech! what if she was born there, are we being suspended for wearing american shirts?
