Depending on the model (600, t30,t42, etc.) you may find it better to buy a machine on ebay. Many times you can find them there for parts. That'll be a lot cheaper than buying a new display.
If it's a newer computer, you'll have to consider it's current value to the cost of a new display.

Hey Sara, I just had to pull my screen off a Dell laptop. It was not bad, but I do desktop support, just never did that before. Dell had the service manuals on line and it was a great help, maybe IBM is good enough to do that? I only needed a #1 and #2 phillips screw drivers.
I bought parts on ebay and had very good luck and the prices were right.
Take your time and do your research before you get it done or try it, I you try it yourself, again take your time, set up a work area that you will not have to disturb, the screws are very small and sometimes need to go into the correct locations- you can use masking tape to hold the screws and mark on the tape where they go, if IBM has the service manuals on line print out the sections you need so that they are in front of you when you do it, be very carefull with all connectors, if you cannot get something disconnected do not force it and try googling for the proceedure.

Google it...
It's usually the easiest way to see if anybody besides IBM offers a replacement monitor.
If you can't find anything, you'll have to see what IBM gets for one.
