If you're sure the HD is bad and died, then contact a local PC support store and ask for a quote on installing a new HD and reloading the OS. Prices will vary greatly.
If you have the O/S CD and the key that came with the computer, that will help. Check around for the price of hard drives so that you're at least prepared for that.
It's not too difficult to do and perhaps a friend can walk you through it.
Be warned about Firedog and Geek squad. I personally know several people that went to them for the same issue and each one was told they'd need to buy a new copy of the O/S. That's hogwash if you already own a legal copy.

You tell us your HD has failed, if you mean crashed it may be able to recover. If it just won't run at all , than you need to replace it.it is very easy just go to one of the many suppliers and buy a drive open the side of your computer, after removing the power plug from the rear of the Computer, and locate the drive remove the four screws take out the old drive and replace a new one.
Yes if it is the only drive you will have to reload your software and drivers and decide if the drive is a slave or not..now if it is a lap top this is a different story.
It is better to get the drive from the Manufactures and seek there advice how to fit it or it may be easier to have them fit it.

You can either buy a new computer, fix it yourself or take it to a computer store to fix it..
Replacing the hard drive is a simple process. If it's a desktop then most probably it is a 3.5" hard disk, either ATA, SATA or SCSI.. You can know which one it is when you remove your hard disk or from your computer system device menu.
Laptops mostly have a 2.5" hard disk, either ATA or SATA.
When you know which type it is, you will need all the computer's drivers (CDs that came with your computer) to reinstall your operating system.
Before replacing the disk, insert the Windows CD/DVD, shutdown the pc, replace the disk, and boot the pc from the CD/DVD drive to begin the process..

Just replace the hard disk, you don't need a whole new computer, just that one part which isn't too expensive (around $70)
You'll have to reinstall the operating system from your original CD, though.

There is more info needed. Can it be re-formatted at all? Maybe try to install an OS on and in the process do a full re-format.
