It's a rather bad attempt to say that nothing counts except what happens. If you do a bad thing for the right reason, it's as good as doing a good thing for the wrong reason. Since reasons DO count, it's balderdash. It's always better to do good things for the right reasons, because the result is intended. It's also harder to punish people who have no clue that they are doing anything bad, even though they are. As long as we are a society, and we expect people to behave well, reasons count.

It is saying that, if there are only two things in life: results and reasons, and reasons don't count...then the only thing that counts in life is results. It is like saying that how you achieve those results does not matter, the only thing that matters is the results, themselves.
