Are you asking the best time to mow a lawn or if there is a city noise ordinance that dictates when you can start?

In the Central Valley of CA, we generally start anywhere from 7:30 am on - - when the temperature is 100+, you want to get it over with as soon as possible. If I were to wait until 10 am or later, it could well be in the 80's or 90's. Dew fall doesn't seem to be much of a problem here; The dew is generally gone by 7am. Our city dictates that mowers cannot run before 6am on weekdays and 7am on week ends.

The best time to mow the lawn is either in the early morning or late in the evening, that way the lawn won't burn in the mid-day heat.

Anytime during the day.. I'd wait until the dew dries up in the morning. I usually start around 10 am or later in the afternoon
