If you have no money for classes, start in your school drama / theatre classes. It's not much, but it's something. Check out books on acting techniques, look for key words like Stanislavsky, Uta Hagen & Sanford Meisner and see if any of these draw your attention. The best thing is always class though so you can put these techniques into practice. Contact you local theatres and see if they have any programs with scholarships available and make sure to get all info on the requirements for the scholarship. You can also ask them if you can volunteer at the theatre, you'll learn a lot just by being around.
Once you have an idea of what you are doing, audition at any theatre your parents are willing to drive you to on a nightly basis for rehearsals and performances. Ask the theatres if they post the info on their websites or in trade publications (or sites) like www.backstage.com & www.actorsaccess.com
As for jobs, since you're too young for a real wage job you'll have to rely on babysitting and anything your family and neighbors have to offer you. With your parents permission make flyers with your abilities. Yard work, dog walking, house sitting, plant care, etc. and pass them out. Make sure anything you do is ok'd by your parents first and never enter anyone's house without your parents knowledge and express permission. Also trust your instincts. If something doesn't feel right, don't go in.

Get started by taking acting lessons, they are very expensive. Since you don't have money for classes, join the drama department at your school, or ask your parents to pay for acting classes.

most places you have to be a little older for employment, babysitting, dog walking, raking leaves all come to mind.
