I'm referring to paper that can take fountain pen ink or quill ink or calligraphic ink without bleeding through to the other side of the page, or blotching.

You need a hard-surfaced paper made especially for this purpose - like Paris Bleedproof Paper for Pens, or other papers marked specifically for Calligraphy (Parchment), Pen & Ink or Marker. Depending where you are located, you should be able to find any of these in your local art supplies store, or online.

Bristol board is a good all-purpose paper for ink work, and a pack of 20 will cost you in the 7-30 dollar range, depending on size. If you want to go really fancy you could spring for cold or hot pressed illustration board, but it's very expensive.

The paper needs to be sized. That is a production technique that is used to 'seal' the paper's surface.

You can also buy calligraphic paper with or without color, usually thicker than the 20 lb papers of copy machines etc.

Art supply stores and bigger bookstores have such stuff. Expensive though!

You sometimes have to look for them, but there are sketch pads made especially for ink. I bought one from Hobby Lobby. If there is one in your area, try starting there.
