My friend has been seperated from his wife for about 12 years. They both have new relationships, He would love to merry his girlfriend but his wife refuses to give him the divorce, is there something he can do to get them, specialy after 12 years....i would think so but im not a family law expert....so if you can help that would be great....this is all the info i know...i dont know other details.

Sooooooooo if she doesn't want to sign papers?? he can get a divorce on grounds on irreconcilable differences and what this means is that no matter what he doesn't want to be married to her anymore, and in the united states of America you don't have to remain married if you don't want to.. get your friend to a divorce lawyer immediately and he will be divorce in no time, signature or not.. good luck.

after 12 yrs, i don't think she really has an option. have him get a lawyer and file. i'm not sure i understand what you mean when you say she won't give him the papers though.
edit- he needs the lawyer to go to court on his behalf and explain things to the judge. they may be able to subpoena her

yes, he goes and files for divorce and sets the wheels in motion. eventually, he will get it but she may be able to drag things out for a few years in court if she wants to. he should have done it a long time ago
