You can't see the person as they were. What you CAN see is the energy they project of themselves. Different energy, different projection. Some of what you may be seeing is referred to as a residual. It's energy released during an event of the past. These are the 'hauntings' that have the same occurrence over and over again.
Another type of sighting is an active ghost. Yes, they're real. They are generally not visible but on occasion you get either a glimpse or a full presentation. From what I understand, this takes a great deal of energy for them to manifest.
The third is a projection of spirit. This isn't a ghost. The energy isn't static. It's being projected with a purpose of communication.
If you're seeing any of these, you're not alone. It's not a common ability but it does happen more often than you think.

In the strictest form of the question, no. Not unless you dig up the grave. Is it possible to see the spirit of dead people? I don't have a definitive answer for that. Many people say they can, most don't agree. Most mainstream religions say no, but many others say yes. It comes down to what do you believe. I'm not sure I've been much help, but then again I'm not sure there's a good firm answer to this subject.

They say sometimes, you can see dead people, Sometimes people don't want to leave where they are after they die, but i have never seen any. I've heard from a dead person. I know i had this happen so i believe you and you can have it stop you just have to ask the person to go. I watched sylvia brown and that what she says to do, tell them to leave.

Yes it is possible. It's a very rare occurance and hasn't happened to me very often. But I can hear the dead, which I think is more creepier than actually seeing a dead person.
