The country could have a free trade agreement, that allows trade without tarriff's, etc. If the country isn't of high standard of living, they will generally have a large public willing to work for pennies on the dollar, that is a very attractive thing in today's corporate world. The country could set their laws up kind of like a tax safe haven, that is guaranteed to attract big dollars.

Governments of countries should not be involved in private enterprise. Governments can make sure that citizens and businesses in the country governed are being treated fairly in the international markets.

How about invading the country with the excuse of liberation but you enslave them with buying your products?
Or sell your products at unprecedented low prices.
Or bring unpresedented quality to your products.

You could sail a warship into their harbor and bombard their city until they buy your stuff.Then you can tax them for expenses in cured related to negotiation and transport.
