Always check the engine oil with the engine off and on level ground. The best time is when it is cold and not started for at least an hour.

always off. Oil can spray out of the dipstick when you pull it out to check the oil. preferably on ground level. ideal time to check for oil should be when the engine has been off for 1 or 2 hrs or after cooling down. This allows oil to drain back down to the oil pan. which allows an accurate reading. hope this helps

Always off.
If you try with the engine on with the oil lubricating the engine. You will be getting a false reading because the oil will be moving around.

Start your vehicle, run it for about 15mins till it hits operating temp then shut it off. Check your oil level now but be careful as the oil is hot.
