My Bro bought a new graphics card, the thing that surprised me was that it didnt have a fan nor any water cooling etc, It just had that silver block ontop, so I told him that there was supposed to be a fan, I didnt come with one. The computer works fine now, but cant play vids and sumtimes freezes and windows are 'sketched/drawn' when opened, it 'draws' the window or image if u understand, from top to bottom etc. What could be the prob?, i think its coz theres no fan so it cant be cooled. any suggestions?

Video cards designed for silent running are usually passively cooled. They are ideal for Home Theater PC.
Check your card with dxdiag.

If device and driver are not there or it fails the test, update the driver.

Many light performance cards do not require a fan, so they only come with a heat sink, which is the silver block that you are referring to.

If you are having problems with video processing, it could be a variety of reasons. It might be that the video card you installed can't handle all of the video processing that you are throwing at it.

Make sure that you have up to date drivers for the video card. If you still have issues, then you might want to invest in a more powerful card.

The silver block on top is a heatsink, which should help cool the card. Fans on video cards are a fairly recent development - it's not at all unusual for a card not to have one.

Could just be he got a bad card.

Graphics card does not need a fan. The silver block ontop is a heat sink.

Try running your computer and applications with other video graphics card. Maybe you have bad graphic card.
