The obvious answer is, read and take classes.

But the reading alone won't have much effect unless you make an effort to have more of an open mind about what you like and don't like. A lot of people who like classical music did not like it at first. Same with people who appreciate good wine. Sometimes it doesn't appeal to you right away because it's more complicated than the things you're used to.

Good wine has flavors that are much more complicated than soda, for example. But at first, you might only notice the sourness, and not notice the numerous more subtle flavors that are also present, because you're used to having sweetness be the most dominant flavor (that is, if you are used to drinking soda).

The same thing applies to classical music: At first it might seem dull because there's no obvious beat (if you're used to music with a strong beat). Or it might seem dorky because you're used to associating classical music with old people in tuxedos. With all these things, you should try to be patient, be attentive to what's there that you might miss at first glance, look for layers of meaning (or flavors, or sounds).

My personal opinion is that when starting out, you should concentrate on old art that is universally appreciated, and avoid modern art which only certain people like. That way, you can be sure that the art itself is good, and it's only a matter of time before you come to appreciate it. In music, for starters, try anything by Vivaldi or Boccherini -- practically all their music is charming and beautiful. Or Handel's Water Music.

Remember that even "cultured" people have likes and dislikes. Some people just don't like Beethoven, for example, or Tchaikovsky, even though they're very famous. It's not always your own fault if you don’t like something.

I find that when I'm open to a lot of things, I end up becoming more cultured because I learn something that I didn't think I would.
For me, I like Foreign films. Once I got into movies from across the globe it opened up a whole new world of things. Now I know actors, actresses, and music from a variety of countries all over. And I find that a lot of the fimls are really smart and interesting and Hollywood actually borrows so much stuff from foreign films.
When I go to a new resturant and someone recommends I try a certain drink or food I give it a shot.
