I don't know how to turn on the outside spikot. Also I have a slow leak and i replaced the sillcock but there is a small drip. What do I do and how do you turn the water back on?

follow the line to an inside turnkey or knob and open that up... the small leak is probably because you need plumber's tape for the pipe connection... (white tape from hardware store)

Make sure that water line is connected to your plumbing system, if so make sure there is no other valves in place on that line, that may be off. Otherside its possible the valve can be frozen shut or broken, so that even if you turn the handle nothing comes out. How old is the spikot? If it is really old, or you don't see results from checking the valving, consult a professional plumber. As far as the sillcock, was it properly installed? Is the valve closed all the way? is the valve or sillcock defective?

Probably another valve inside so it can be turned off to prevent freezing in the winter time. It is possible though that it is old and plugged up. First check for the valve inside.

There must be an inside cut-off valve for the winter.
Did it work before you 'fixed' the leak?

there is a valve, somewhere between your cold water inlet and that spigot. trace it backwards.
