There is no legal age for having a boyfriend. You can have a boyfriend no matter how young you are. You cannot get married unless you are of legal age to enter into a contract. A marriage is a contract between the state, the husband, and the wife.

If you are talking about SEX, then the issue is whether one lacks the ability to consent. A minor generally lacks the ability to consent to sexual contact. If two minors have sex with each other then they are technically both guilty of rape. But, one usually cannot be prosecuted for violating a law that was written to protect them.
