That dates way back to when ESPN began casting MLB in 1990. The net picked the Sunday night games from the original schedule (and was cool about it -- 26 weeks, 26 teams, every Sunday was in a different park that first year) and got exclusive broadcast rights, with the caveat that the Rangers could also schedule Sunday nights at home -- because of the heat. (I've been to Rangers midsummer games, both during the day and at night, and while nighttime doesn't buy much relief, every bit helps, plus one saves on sunscreen). ESPN doesn't fuss about this because it gives them an automatic backup game if the primary gets rained out (which has happened).

The game was probably scheduled before the television schedule was released. If this is the case the game was planned as regional coverage instead of nationally. ESPN has exclusive television rights to Sunday night baseball, but this late in the year national games on Fox and ESPN are usually based on who is in playoff contention.
