Before 9/11 how prepared were the Clinton and Bush Administration for terrorist attacks?

We weren't prepared. We were still under the misconception that we were above that. No one would dare attack the USA. For that reason we were very lax in our security.We threw our weight around all over the world. We raped so many countries of the natural resources that we developed a kind of secret hatred for America dam near worldwide. The 9/11 attack was a reality check for America. We woke up. We realized that we are not immune to attack and....were not as untouchable as we thought. My belief is that our government was caught off guard, as a nation we stared in misbelief. Our president declared we would find Bin Laden no matter where he tries to hide, that was 5 years ago. Don't even hear his name today. We over-reacted with the invasion of Iraq. Created a gigantic mess of that country which pres. bush has no idea how to fix. thats why he keeps following the same course, however flawed it might be.

About the same as they are now, maybe a little less. There is really no way to be prepared for it. When it happens, it happens. It's like being prepared for a car accident. Yes there are things that could be done to minimize the risk but that's about it. For more defensive that you drive there could always come an idiot and crash his car into you.
