the character i mentioned has a fishbowl like head cover and a black cape. it has nice cinematography and "matrix"-like action scenes. saw it about 5 to 10 years ago in wowow (japanese channel).

Could you be thinking of Vidocq - it's set in the early 19th century, and the villain (called the Alchemist) has a mirrored globe as his head.
