Body Protecter, helmet.
(but riding schools usually have helmets). Do not wear runners, they can easily get stuck in the stirrups. Riding boots are a good idea but are not a must until you can afford to buy them.
Gloves are generally a good idea, your hands can be in bits after some horses. They are pretty cheap, but they wear out quickly.
You will NOT need spurs. These should only ever be used by experienced riders, you can easily injure the horse if they are not used properly! Even if they are blunt! and they are not necessary anyway, a whip is much better and safer. They are only really for dressage anyway.

For a person that is just learning how to ride I would suggest:
An approved horseback riding helmet- that means no bike helmets :) $30- almost $100
Good sized-boots- western, english, or paddock boots- no tennis shoes! $25- almost $200
I would leave it up to you if you would like to use a body-protecter. People normally just use it for jumping, but you can never be to safe I guess! $20- almost $100
You don't need any spurs, chaps, or english riding pants because your just learing how to ride at first! Good luck and have fun!

im going to go off your everyday western pleasure horse! you need some jeans, boots(starting out do not use spurs), have someone show you how to find a saddle to fit the horse and yourself properly, your also going to need a saddle blanket, if the saddle dosnt come with them then you need latigos and a cinch and breast stap, then you need a bridle and find a not so agressive bit until you get the hang of using the reins! the best thing to do is talk to your local western or tack shop and thell get you set up

The most important equipment would be a good, quiet, well trained, bomb proof horse, to learn on.
Oh! and a well schooled trainer, that knows what they are doing (not just think they do)!

Well it depends, English or western? Also if you have a horse or are getting one... or just taking lessons or Leasing.
English - You will need some kind of Breeches or Jodpurs. You can get them at any tack store, and are pretty inexpensive. You also need some riding boots which you can get anywhere. I like to use half chaps when i ride english. Also depending on the horse you ride, you might want some spurs.
Western - You can use just jeans. You can get special stretch riding jeans at any tack store. I use a belt, with a belt buckle. and usually just a tee shirt, polo, or a long sleeved shirt you find at tack stores. I use spurs.

Good tack is the best thing. A good horse that can teach you. Someone that can teach you how to be a great horse person. Brushes, lots of brushes because you will set them down and loose them. Well, I do.
What kind of riding will you be doing and you will get better answers.

A helmet and hard toed boots, those have saved me from a cracked skull and a broken foot many times.
