If you mean how do you open it, click Start>> Programs>> Accessories>> Paint.
If you mean how do you put an icon shortcut on your desktop to use to open it, click Start>> Programs>> Accessories>> right-click Paint, click Send to>> Desktop (create shortcut)

Double Click My Computer
Double Click C: Drive
Double Click Windows
Double Click System32
Double Click MSPaint

As said in the first answer, (Win Key + R), then type "mspaint" without quotes then hit enter
