If someone says"I was toking on this girl" what does that mean? I thought toking was a drug term.

toking is a drug term. it means to take a hit, or "hit on" whatever is being (usually) smoked..in reference to a girl, it means he was hitting on the girl. Two different meanings of "hitting on"

Ah, the mutations of language.
Since the common usage of the word has to do with getting high, I suggest that the speaker was intimating that he was taking great interest in the girl to the point that he was experiencing euphoria - at least with the allowance for some hyperbole.
Edit:
The "hitting on" suggestion above also seems very plausible
