My 1st choice would have to be Frank Zappa. Nobody has ever come close to his skill and originality as a lyricist in my opinion.
For my 2nd choice I would have to say Keith Reid. Though not really a musician, he was considered the 6th member of the band 'Procol Harum'. He was that bands lyricist.
