No.

There are a few of possibilities:

If it is new, then this may just be some of the chemicals used in the manufacturing process burning off. It should get better over a week or so.

If it is not new then you may have vented a cap, or had some other component fail. Open the case and see if the smell is coming from the power supply or elsewhere. Check the part that smells, or have someone qualified check it.

Remember, the air from the entire computer usually vents out of the power supply, so the problem maybe somewhere upwind of the supply itself.

New power supplies will smell a little at first. Just because there's an odd smell coming out of it that doesn't mean its from the power supply as its sucking air in from the case!
Something can smells like a little burnt plastic is sometimes normal with some PSUs but if it smells like fried electronics it isn't.

Haha,

It depends on what it smells like.

If it is brand new, a fairly strong electronics smell is normal.

If you are a smoker, then it will smell like smoke.

If it is not new, you don't smoke and it is starting to smell, then you might have a power supply that is on the verge of failing and should look into a replacement.

If it smells of even the scent of something burning then turn it off as you could catch your PC on fire or just burn out the power supply. USe common sense and dont keep using it if it doesnt seem right.

If it smells of soot / smoke / burning plastic etc etc etc TURN PC OFF NOW

Go buy a new PSU

If it smells like a heater that's not been used for a while, might simply be some dust, see if it clears in a few hours. if not, NEW PSU !

No. Turn off the computer. Something is wrong. If you don't know enough to open up the PC to look at what could be the problem then find a local PC shop that can take a look for you.

If it is brand new, it is normal for a light smell.

If this smell suddenly appeared out of nowhere:
TURN OFF THAT COMPUTER NOW and replace the PSU.
