That would depend on the suction of the vacuum cleaner, and the oxygen content of the atmosphere (consider air thinning at altitude).
Also, someone mentioned that Havana cigars are illegal. That only applies in USA, where the laws are rather strange.

I find this all very disturbing.
Speaking for P.E.T.A. (people for the ethical treatment of appliances) there are too many experiments performed on vacuum cleaners with no regard for their welfare. Forcing them to smoke results in tar clogging of the filter bag and they end up going to the great utility cupboard in the sky long before they should.
Stop the cruelty now!

I really did this when I was a kid.
Was my mom mad....
I lit one of my stepfather's cigars and held it in the vacuum hose.
It lasted about 5 minutes. I got bored and it sucked it in and caught fire. So did my butt.
