what do you think of a company that...................?

makes you take a personal day when there is a power outage instead of just giving you a paid day off since it is completely out of your control? Why should you be forced to take one of your own earned vacation days?

Company should pay you. You didn't decide for the outage to happen in the first place.

Look at it from the other side - why should the company pay all of their employees for that day when they didn't do work? The power outage wasn't their fault either.
