HAL is not a good enough name for a living internet. Skynet is much more appropriate. However, kudos for the 2001 reference.
From what I remember in biology, life needs to be organic, able to reproduce, responds to external stimuli. There are a few other factors. The internet cannot reproduce on its own. It sort of responds to external stimuli, however, only to what it is programmed to respond to. Also, it is far from organic. Copper, plastic, and silicon.

It is a bunch of interconnected servers and home and business computers, and it is bustling with artificial activity so metaphorically it might be alive but it is not something really alive.
