Yes you can as long as it has all the legal requirements. License plate, Tail Lights, Headlights, etc. If its got all that is should be legal to drive.

You didn't specify the extent of the damage. If your rear bumper is totalled, or the trunk is blocking your rear-window view, then the car is probably not safe for you or other drivers. There may also be unseen, peripheral damage that you're not even aware of, such as broken springs, shocks, structural damage, gas tank puncture, etc, etc, etc.
Take the vehicle to a qualified mechanic or autobody shop; it won't hurt to ask for a visual inspection and estimate (just make sure it's free!).
BTW, even if you "fix" the lights (you don't say how you plan on doing that), your "repair" may not suit local vehicle safety laws, so a cop would be in the right to give you a ticket for that ("Sir, did you know that you have a broken tail light?").

Depends on the extent of the damage. In my state if you have a car that was totaled and a salvage title was issued the car needs to be repaired and inspected by the DMV before it can be registered to be driven on public roadways.
It varies from state to state but generally you need tail lights that are intact and showing no white light (broken or faded lenses) the brake and parking lights must be operable, here if the reverse light which is white is on while moving forward you can be ticketed. Also all lights must be DOT approved. Turn signals must work, also the rear license plate MUST have a at least one light illuminating it.
Broken windows, dents, crushed body work and other blighting conditions in my area are not ticketable

NO WAY!!!!!! The safety of your cars ability to take another hit is not up to standards and you will get a wreckless driving ticket or even worse if you got in a wreck and someone was riding with you got hurt you would be screwed if you get caught. Does not matter if you lights and stuff work if it is damaged has to be fixed. Thats why every car has to go through testing and road safety.
