well I really need more info about your car, but something to look into would be supercharger/turbocharger, and if you have one already then upgrade to a bigger one. Better exhaust system, higher pressure injectors along with high pressure fuel pump, th elist could og on and on, really depends on current mods and how much money you want to spend

A chip is only going to give you about a 15% horsepower increase.
You need to be in the 500+ horsepower range to run in the 9.5 range.
If it's not a rear wheel drive V8, it's not a muscle car.
To get your car to run a 9.8 quarter, first, expect to spend lots of money.
You pretty much need to start from the bottom up with a balanced and bluprinted 4 bolt main block. Add high compression pistons. Don't expect this engine ro run on regular pump gas. Don't expect it to run well on the street.
You may want to consider dumping the late model small block V8 and going for a big block, at least 500 cubic inches. There is no substitution for cubuic inches.
Add to that after market heads and cam
Add to that a high rise intake manifold and big carbruetor.
Add to that headers and low restriction exhaust.
Add to that frame connecters.
Add to that 4 link suspetion
Add to that posi-traction differential and gear set.
Add to that a clutch, pressure plate, and flywheel capable of 500+ horsepower.
Add to that a close ratio transmition capable of 500+ horsepower.
Add to that some good soft compound tires. DOT appproved drag tires by Mick Thompson.

You need to find forums and read up on the specific parts available for your car. Google is your friend. In general, the cheapest things you can do to increase performance are intake and exhaust. Also, you need to make sure you aren't adding a lot of weight to your car (i'm talking about those 12's in the back, they are counterproductive to your power/weight ratio) and also, don't get huge (diameter) rims, they will make your car slower off the line.
You might spend some time playing grand turismo 3 or 4 for PS2 if you haven't already, depending on what you know already it may help you understand some of the fundamentals of auto performance.
You also need to evaluate if the amount of money you will need to spend on parts and maintenance (Total Cost of Ownership or TCO) is greater than the extra amount of money you would be spending on a newer or just more powerful car which would probably be more reliable and gas efficient anyway.

Your best bet would most likely be getting a supercharger or a turbo as mentioned before and you will be able to make as much power as your engine/tranny can handle. You may also want to try nitrous which can give u a serious amount of power for short bursts.

air intake, supercharger, power chips, exhaust, and if you wanted to you could change out some of you parts to make the car lighter
