It's Hooked On A Feeling by a band called Blue Swede. And they're saying "Ooga-chaka, ooga ooga ooga-chaka."

Also, in case you wondered, frequently on the show the baby was dancing to the song "Hooked on A Feeling" (version by Blue Swede)-- that's the "ooga-chukka" sound you hear.
