I am wanting to make teddy bears for our local police station for the children that need one in time of crisis.

If you can knit, there is a great pattern on diynetwork.com, knitty gritty. If you can crochet, try crochetpatterncentral.com
If you want to sew them, I think using old sweaters that you felt in the washer would make great teddies, with good textures. Just make a basic bear pattern, and cut the sweaters as you would fabric, no need to stick to bear colors, have fun. just make sure that the bears are nice and squishy!
