I don't think it's illegal, but such a plan should be put into every school to assure the safety of its students.

I don't know that schools HAVE to had a plan, but it is certainly a good idea!

i think its just a bad idea because schools can not have chains or locks on doors durning class hours as it is a fire safety hazard
