Penguins, as are most of the animal kingdom intolerant to humans. Humans are seen as a threat. We are 6 foot tall, weight 200 pounds. What would you do if something 4 to 10 times your size approached you? It is understandable behavior. If people started walking up to penguins and hugging them, that would be consider more of a threat. Animals have a distance within nothing is allowed to enter. You come close, you get pecked.
There are certain populations of penguins on Antarctica that have almost no fear of humans. A team of British marine biologist spent several years in a rook of emperor penguins. They produce an excellent documentary about the life's of these penguins. However, they NEVER interfered with the daily lives of those penguins and never touched one, even when it was obvious that intervened could have saved a life.
Leave the wild to the wild.

The only wild penguins that will move out of the way of humans are those that have regular contact with them. If you are not a threat to the birds they will ignore you for the most part. Penguins in South Africa, New Zealand and Australia occasionally live quite close to humans but mutual respect sees a successsful coexistence.
If you sit down quietly near penguins they will often come up to you and investigate. It is easy to take photographs when they do this.nesting penguins will stay put and peck anyone and anything that comes within range. Nests are always just outside pecking distance of the neighbours.
Penguins are not cuddly and they have big stong beaks that they are willing to use. A smack from a flipper hurts considerably.
I have personal experience of adelie, emperor, king, rockhopper, gentoo, royal, erect-crested, chinstrap and little penguins in Antarctica, the sub-Antarctic and Australia.

First off, it is a bad idea to try to hug and cuddle any wild animal. They will assume they are being attacked and if they can't flee will fight back.
That said, yes, you probably can walk right up to them. I have never read of any hungry explorer hugging and cuddling one but there are plenty of accounts of hungry explorers effortlessly clubbing them to death.
Also, modern researchers working on the diet of penguins just walk in calmly and hold them upside down so they can see what had been inside. The food apparently just slids right down and out.

You cannot approach any wild animal expecting to hug it without getting attacked. Penguins are wild just like any other animal.

if you mean penguins, they can be very mean, and territorial. You should not try to hug one, as it will take this as an attack, and attempt to fight back (Ie Pecking out your eyes)
