So far LIBRA's answer has already provided best information therefore I will add to that further more to make you understand easily.
First. Arrange all of your videos in one folder.
Then arrange songs in one folder you want to play as background music.
Then arrange all of your pictures in one folder.
Now you have Three folders.
Open Window Movie Maker.
Click on Start the green tab on the left down.
Click on All Programs
Clck of Accessories
Click on Entertainment
You will see Windows Movie maker.
You will see a window of Movie maker with
File-Eidt-View - Help etc. below this
1. Import video
2. Edit Movies
3. Movie End Hints for Movie Making(I got Japanese version but English will be similiar to this)
From 1. Import Video then drag to the Time line below
Then Import Pictures again drag down to the Time line
Then Import Song and only drag to the Frame where you want to add as a background play. You can adjust duration of any video-image or audio by right clicking on it and then move to left to adjust. You will have to play and learn.
Fianally play your edited item and see, if need further editing do it again.
At the click on File tab top right then save by clicking on Save as give any name. From here follow online guidance and save. Better click and see various information. Then save.
Now you have your edited movei. You have to burn on DVD. For that you must have a Burner. Use what ever software you got. For burning again open your software import your movies follow guidance and burn. Please refer LIBRA's Answer for further details.

If you have Windows PC you should have a program in your list for creating DVDs. It is very simple. The program will be called Windows Movie Maker. It also burns the DVD so you don't need a seperate program
Organize all your photos and videos into a folder. Include songs you may want to use. Then open the movie maker program and add the photos, videos. You can also add songs or recorded information and adjust it to fade out at the end of the video. Once you place the photos into the appropriate section you can drop and drag them if you want to change the order they are displayed
The program is very easy to use and there is a help section. Once I had all my photos together, it took a matter of 10 minutes to make the dvd. It will take approx 20 minutes depending on the size of the file to burn it. I recommend the DVD R type of cds to be compatible with most dvd players.
Make sure you also have a DVD burner and don't confuse it with the CD burner.

If you have a DVD burner, it should have come with a software for burning DVDs. (If not, check the manufacturer's website to download it). It will usually include a video editor for creating movies, and often a slideshow program. You can also create a slideshow using the video editor - just a little harder to do.
The editor should allow you to add pictures and videos to a "storyline" (also called timeline), pick a song to play in the background, and then save the finished show as a file that you can run on any computer.

ULEAD DVD Factory is a great piece of software for doing that. It will let you select some pictures, a music track, and transitions, and will combine them to write to a DVD ready to play on any DVD Player.

Well a good program to start with is Windows MOvie maker...it's pretty basic...but you'll also need a program to burn the movie to disk...I suggest DVD Santa

I like the program called Pinnacle. It allows you to place photos and videos...add music, graphics and transitions. It does take alot of RAM to run on your computer though. Thats its only downside in my opinion.
other programs include Adobe movie maker (not as monay options included though)

u could start with windows movie maker .. then u need an authoring application of some type ... nero, winavi, tmpgenc dvd author ... somthing like that ..
