Try the MS Paint program included in Windows. It opens most of the common file types. Then simply resave the file using the JPEG file type. You can change the file type using the drop down menu under where you type the filename when saving the file.

You will usually find Paint in the Accessories section of the Start Menu/All Programs

You can do this in any photo editing program, but the easiest way is to open the file in Microsoft Paint (assuming you have windows) , File>Save As, and under where you name it there's an option "Save As Type", click it and in the drop down there should be a heading JPEG. This will change the format (and leave the original one on the disk too).

if image file is open, just resave as jpeg. Is easiest if you are in 'paint'. if file isn't open, right click and 'save as'.
