If you can't find one to shut it off go to the house main shut off valve and turn off all the water to the house there while you are doing the repair.

The leak is most likely from the worn washer that does the hose shutoff. If that is not it (and the water is coming out from near the handle) the you need to take off the handle and change that other washer that surround the handle.

You will have to shut off the water to the house since you don't have a shut off on the line for the hose bibb
if the water is coming out of the hose attachment, all you need is a hose washer
if the water is coming out of the valve itself you need either the right sized washer to replace inside of the valve,
a quicker and easier fix is to just replace the hose shut off valve itself, they only cost about 5 dollars, and will save you a lot of time and effort trying to get the right sized washer to fix the valve, not to mention the time you have the water off to the whole house while your doing this.

You turn off the water to the house. Then put a new washer in the hose bib or just replace it altogether.

Buy a hose bib and build a new house around it....it may be costly but well worth the savings on the ol water bill!
