as a liquid water is heaver then air bacause its density changes.
as a gas water vapor is lighter then air. that is why the pressure drops when its going ot rain because the air above is full of the lighter water vaopr so there is less room for air.

Neither is heavier if you have not specified a volume. A very large quantity of air can weigh more than a very small quantity of water.
That said, water is about 800 times more dense than air at sea level. You can tell that water is more dense, because bubbles of air rise through water, while water does not float upwards through air.
