My initial instinct would be to scoop it up and claim it as my own.
But reality is that, worst-case scenario, it may be sick and, best-case scenario, it might belong to someone else.
I'd report it first, hope that nobody claims it, and then keep it as my own.

When I came home from my first day of eight grade the porch was blocked off. I didn't know why so I went in the back. My mom said don't wake the baby. Here it was a puppy she had found on the side of the road. She looked around to see if she could find an owner, but no luck so we kept him. Unfortunately though we had to give him to the Humane Society because she had to move into an apt and they don't allow them. His name was Mister, I know it's dumb, my mom's husband named him that. His name should have been Houdini. He was always escaping from the backyard, and breaking is thick, steel chain tie outs. Maybe it had something to do with him being a Husky/German Shepard mix.

Actually I did this just two weeks ago. There was a little black and white puppy on the side of the road, so we stopped and picked it up. It was half starved and covered with ticks, so I took it home and fed it and cleaned it up. It was about the cutest puppy I've ever seen, so I felt obligated to name it "The Cuteness." She's doing fine, I gave her to my cousin as a present.

I wish I could but I have a dog and cat already. I would take it to a no-kill animal shelter after I gave some food and water to the puppy.

I would definitely want to, but I would desperately try to find the owner first. They could be sick over losing their puppy. My father-in-law found 3 Beagle puppies laying by the creek one day and brought them home and nursed them back to health himself. One of them was so tiny and almost dead. They are all doing fine and loving their new homes! It sickens me when people have no heart and can just throw them out like a piece of trash.

My roommate picked up 3 puppies that were thrown from a window and brought them to my house. I didn't keep them but we took them to a no kill shelter and they were adopted within a week. My dog is getting on in years and I couldn't keep them.

I wouldn't keep it, but I would definitely take it to a shelter... I could never leave it there, but I can't keep it because I already have 3 dogs :)
