I think that it means that people who are very much the same, tend to stay together with various issues. They will not abandon anyone in their group because they are the same and they 'belong'
But when someone who is diffident tries to introduce new ideas they are shunned away, maybe by only one person, but because they are a group they feel they need to make the same decisions as everyone else to 'belong', in which that is why they seem to stay together.

The whole thing really means that because of all the 'sameness' their is more of a sense of belonging.

It's an expression used in which to describe how people interact on a social basis. It could revolve around many aspects such as economic status, cultural, ethnicity, like minded, religion etc.
In a way birds of a feather flock together is like a social order. People tend to group together with what is familiar to them or who they feel most comfortable around in as much as smaller more vulnerable birds wouldn't be found perching near birds of pry.
