Yes in the US there have been examples of individuals being acquitted in state court and public outcry leading to federal charges being brought. This has happened a few times in controversial civil rights cases. There have also been cases where an accused was found guilty but public outcry led to the person being pardoned or otherwise released.

No and this is a bad idea. Once a jury decision is made for "not guilty" (at least in the US) it can't be changed. It would be dangerous to let public opinion influence a jury.
