You can do a few things. There are Thrift shops you can check out. The Goodwill Store is great as well. If you dont want to get used stuff, try finding a Steve & Barrys near you. There arent many of them around yet because they are just getting started. But I shop there all the time, because they have really good quality, high fashion clothes for cheaper tham Wallmart. Speaking of which, Wallmart is having shoe sales this time of year because all of the fall stuff is starting to come in. Check them out!!
Sorry about some of the wise guy answers you are getting. It must be rich people leaving them. It just goes to show you that money cant buy happiness. I dont know why they think that everyone can be as rich as they are. Its impossible!!

If you are truly in need, the Salvation Army will give you a good coat and a good pair of shoes along with any other clothing that you need.

try hitting a thrift store for the coat, you'd be amazed at the excellent stuff you can get at Goodwill & Salvation Army etc.
Then, use the money you save on the coat to buy good shoes.

Call local churches and ask if they have a thrift area or similar, many keep an area for low priced clothes for the 'needy'
Look up FREECYLE and find one in your area! Freecycle is GREAT. You join for free online, a yahoo discussion board type set up. Then you post "wanted...coat for winter...size whatever" then anyone who has a coat will email you! You pick one and the only 'rule' is it has to be free. 100 percent. You get it for free, don't offer a tip or anything.
When you get tired of stuff you have, you offer it...'OFFER: bag of tops and shorts size 10" and then everyone emails you and offers to take it. You choose a taker, leave the stuff in your driveway and they take it away. GREAT DEAL~!

Ebays the answer to almost everything. Or try places like peacoks, primark, QS or supermarkets they're brilliant. And for shoes, well shoefare, shoe zone, or all off the above sell shoes! Good luck findin some nice gear!

try the local goodwill store, or any other charitable organizations around your town, that can help you out, or check out some garage sales. i know it's hard when you can't afford the necessities, i have to depend on the generousity of others from time to time. my husband is a full time student and i'm a stay at home mom because i can't afford daycare for 3 children, and we are usually in the hole when it comes to money, luckily my mom and father n law helps out a lot, as does other family members, and when i have extra in my pocket, i help out others, because i totally understand. when my husband graduates and can get a better job and we get on our feet better, i will never forget the helpful nature of others and i will always be as helpful as i possibly can.

Ebay, Charity shops, markets, sales, unwanted items belonging to friends, failing that get a loan. Buy them out of a catolugue and then you can spread the cost over a number of weeks.

ok this is what you do.
Get a "coors light" 12 pack box and put it on your feet and tie it up with some random string in your junk drawer. Then get about 4 more 12 pack boxes and flatten them out and shape them into a coat.
Then since you are probably drunk by now, you can get a friend to do the same thing and you can put one more on your head and play gladiator with a shovel or rake!!
its a lot of fun!!

Some of the discount sports shops have really reasonably priced jackets.
The supermarkets do very cheap shoes too.
