Yes, it is.
It is part-owned and managed by the Shell Petroleum Development Company of Nigeria Limited.
But as I wrote to you in my other answer, the person offering you a job is very unlikely to work for Shell. Instead, he's betting that your hope will make you advance money to cover "advance fees".
In fact, the company's web site has a warning against scammers.
