After being told that there would be a position available and that they are way under budget.....and plan on hiring nine more employees.

I can understand your being disappointed, but I don't know that it's worth taking personally enough to make you "upset" because a lot of variables go into a company reaching a decision like that (most of them financial). Companies have a duty to save money and they accomplish this oftentimes by minimizing their expenditures for benefits packages; this means it's more economical for them to have temp. help than employees. It's a credit to your performance that they welcome your continued presence with the firm, but admittedly this is an arrangement that is slanted in their favor economically. The question therefore is, is it an arrangement you can live with financially and professionally?

I wouldn't be upset. I would try and find out why though. It might be the company is not growing as anticipated or maybe they have a problem with you which you are not aware of. But check it out and never take these things personally. I had a similar situation I checked it out and found they were having money problems. I asked my agency to move me and received a new assignment, the temporary agency was grateful that I that I notified them of the problem so they could reduce their risk. The client company folded shortly after I left and I got a great job elsewhere. Always take a big interest in what the client thinks of you.
