The ones that "have" need to start taking care of those who
have not". Women need to be treated as equals in all walks of life and the laws need to be changed to reflect that. And most importantly I believe answers need to be found to the questions of electricity and water for the people.
Now this is coming from an ousider but one who spends much time in India

I'm not from India, but in general terms, you could increase education, and make sure everyone has access to go to college or a trade school.
